Did your Bank give you a RuPay Debit Card and you want to use it for international e-commerce sites? RuPay Debit Card is an Indian version of popular International gateway services like Visa, Mastercard or American Express. But now Indian Govt. wants to promote RuPay enable debit or credit card in India and most of the Indian Banks providing RuPay Debit card for Indian citizens, if you did not give any exclusive instruction to your card issuing banks.
Then, how can you enable your RuPay debit card for international payments in sites like NetFlix, AliExpress or Google PlayStore?
Before getting into the actual topic, let us see what is RuPay Debit Card and How it Works?
What is RuPay Debit Card and how it Works?
RuPay Card was first launched by National Payments Corporation of India (NPCI) back in the year of 2012 under the guidance of Reserve Bank of India(RBI). The launching of RuPay enabled payment solution fulfilled the Govt of India’s desire to create a Payment gateway solutions like Visa or MasterCard in the Indian version.
RuPay means Rupees (the Indian currency) and Payment. Before the implementation of RuPay enabled payment gateway in India, Visa, MasterCard or Maestro were the only gateway solution providers for the Indian Banks. These international payment solution providers charge a very high amount of transaction processing fees from the Indian Banks.

The launching of RuPay debit card somewhat reduced the transaction charges for payment gateway solutions for the Indian Banks. The transaction fee of RuPay Debit card is around 0.01% of the amount of transaction, whereas the Visa or Mastercard charges much more than that.
The main aim of launching the RuPay card is to process all the Indian Card transaction within India and reduce the huge outflow of foreign currency from Indian Banks.
But one drawback in RuPay Debit card, that is you may not always use your Rupay debit card for most of the international e-commerce platform.
I used the word most of because you can use your Rupay debit card for International payments or overseas e-commerce platforms if your RuPay Debit card or credit card is an International or Platinum type and the e-commerce site accepts the Discover, Dinerclub or JCB international cards.
Rupay cards work similar to the other gateway access providers like Visa or the Mastercard, but the transaction processed and settled within India. All the processing of transaction done with Indian currency. Therefore there is no outward flow of USD from India and the transaction will settle more quickly to the merchant account.
How to use RuPay Debit Card for International Payments?
RuPay Debit card is the Govt of India’s initiative to increase the usage of electronic and digital payments amongst Indian citizens. There are different types of RuPay Debit card variants generally issued by Indian Banks. But if you want to use your RuPay Debit Card or Credit for international use, then you need the RuPay Global Card.
The RuPay Global Card has two variants, one is the RuPay Global Classic Debit Card and the other is the RuPay Global Platinum Debit Card. Both of these variants are Globally accepted and premium debit cards issued by Indian Banks with high annual renewal fees.
NPCI, to enable the RuPay Debit Card for International Payment partnered with Discover Financial Services, JCB International Co. Ltd., and UnionPay International Co. Ltd. Therefore, you can use the Rupay Debit card for International Payment where you will see the DinerClub, Discover, or JCB Logo.
You can also able to withdraw funds from any ATM worldwide if you find the Discover or DinerClub Logo.
But one drawback is that most of the popular international sites like NetFlix, Amazon USA or Google Play only accepts Visa or MasterCard or PayPal for their payment gateway solutions. To make payments in NetFlix or Google Play, you only have two options, either you can create a free Virtual Debit Card for International Payments or You can create a free PayPal account and link your RuPay International Platinum Debit card with PayPal.
How to add a payment method on Google Play with Indian Bank Accounts and Cards?
If you want to purchase any Paid Android apps in the Google Play Store or publish any App in Google Play Console, then you have to add payment methods in Google Play or Play Console.
To add payment methods in Google Play from India you have only three options, you can not use Virtual Credit Card (VCC) for making payments in Google Play and Google only accepts Visa, Visa Electron, and MasterCard as their default payment gateway.

Option #1: Through Visa or MasterCard International Debit or Credit Card
If you have any premium International Visa or MasterCard Debit or Credit Card from any reputed Private Indian Banks or SBI Visa International Credit Card and SBI Global International Debit Card (SBI Rupay Debit Card is not an International enabled card), then you can easily add payment methods in Google Play.
The other option is to create a free Virtual Debit Card which is internationally enabled.

Option #2: Through NetBanking
You can also add payment methods in Google Play through NetBanking. You can see most of the reputed Indian Private and Govt Banks in Google Play NetBanking-enabled Banks.
Option# 3: With Google Pay Android or iOS Apps
Google Pay (Previously known as Google Tez) is one of the most innovative mobile payment apps offered by Google in India. Google Pay integrates NPCI’s UPI (Unified Payment Interfaces) to enable inter-bank transactions and mobile e-commerce payments for Indian customers.

You can add any Indian Bank Account to the Google Pay App and make payments for Google Play or Google Adwords.
How to add a RuPay Debit Card to PayPal Account?
You can add your Platinum International RuPay Debit card or select international RuPay Debit card in your PayPal account to enable it to international payments. We have already discussed how to create a free PayPal account for Indian Bloggers or freelancers.
(Please note that you can not link most of the Indian Bank’s RuPay Debit card or even PSU Banks Visa/Mastercard Debit card with PayPal. PayPal does not accept a RuPay Debit Card. You have to activate 3D Secure PIN before linking it to PayPal, better you should link your Bank Account with PayPal.)
To add a RuPay Global Debit card to Paypal account follow the below steps:
1.Log into your PayPal Account.
2. Navigate to Profile>Profile and Settings and select the Financial Information tab. You will find the option Link a New Card.
3. Select Card Type as Discover in the Dropdown menu.
4. Fill Up the Details of Your RuPay Debit card
5. After Linking your RuPay Debit Card a small amount of money will be debited from the linked Bank Account. A 4-digit code will be provided after 2 days, you will have to confirm the code to remove the spending restriction.
6. After receiving the code, Go to the Money Page and confirm the Debit Card.
7. After confirming the Code Your RuPay Card will be linked to PayPal.
Supported Indian RuPay International Debit card to Link in PayPal Account
Most of the Indian Banks now issue RuPay international platinum Debit cards. Here is the list of some RuPay Debit Cards for International Payments

Conclusion:
Almost all Indian Govt. Banks and Private Banks provide RuPay International Platinum Debit Card, the card may be or may not be enabled for international Payments. If you have already obtained any RuPay Debit card from any PSU Bank, then it will be definitely not international transaction enabled. If you want to use your Debit or Credit card for international payment or overseas eCommerce websites, then you must ask your bank to provide an international Visa or MasterCard, otherwise, you can create a free virtual debit card that you can be used for International Payment Platforms.

You can link the card using the Discover network, but I don’t think it will work, better ask your bank for Visa or MasterCard with international transaction access.
I have syndicate rupay card, i have linked my card to paypal and have already confirmed the card. When i try to buy something using paypal i cant find the option to use my card ( Approx. 3 days have passed )

I think it will not work, ask your bank for visa or MasterCard debit card and enabled it for international transaction rights.

You can withdraw cash using rupay global card in usd, but you can not pay online, you need to add it to PayPal.

Yes you are right, you can use Rupay Global Card for international payments using Discover Network on some international eCommerce sites.
